park where Lowell citizens can exercise their dogs in a clean, safe
environment without endangering or annoying people, property or wildlife.

willing to uphold the park's rules and regulations. To view this park as a
community project, in partnership with the City of Lowell, designed to
satisfy the needs of dog-owners and non-dog owners alike.

commercial dog racing in Massachusetts by 2010. This humane law is supported by the oldest
and most respected animal protection groups in the state, including the Massachusetts Society for
the Prevention of Cruelty to Animals (MSPCA) and the greyhound protection group GREY2K USA.
